Strip Tube Ruler

To get an 8 1/2" block, the pattern instructions are to sew (2) 2 1/2" x 42" strips to a 3 1/2" x 42" strip. These strips are then sewn to an identical size strip and sewn together at the long side (top and bottom) thus forming a "tube".

To make the 8 1/2" block, the instructions are to use a "tube" ruler. I cannot find a "tube" ruler. I thought any triangle ruler would work as long as it is 9" across the bottom.

However, using the ruler I now have, the block produced is only 7". What is the problem? And, is there any such thing as a "tube" ruler? I have looked in many quilting shops on line but cannot find any that carry a "tube" ruler. Thank you!
